Administrators: See bureaucrats

Actually, "administrator" and "civil servant" are cant or at least PR-terms: They are euphemisms, which is worth stressing because most "civil servants" of most states seem to be strongly disposed to believe, or at least pretend, that they are a supreme sort of human being, that rightly has the powers it exercises, and should be trusted with those powers.

This is normally a delusion.
