Well... this is very curious:
 

In reaching its decision the Panel first considered whether it was necessary for the protection of members of the public, in the public interest, or in your own interests to impose any interim order. It is not the Panel's purpose to test the veracity of any information put before it.

So the decision has been reached on mere hear/say by anonymous persons...??

And if not anonymous and also if: "It is not the Panel's purpose to test the veracity of any information put before it." ??

A bad decision anyhow, so much is certain. Alas.
